[chirp_devel] Bug 681: 4/4 Populate NA bandplan from ARRL bandplan

Please find attached the final patch in the series, which should close off 681. It populates the North American band plan with data from the ARRL site.

I've tried to keep it faithful to the published plan, which is a guide rather than a rule. I realise it doesn't reflect actual repeater configuration in high density sites such as http://www.metrocor.net/bands/440MHz.htm , but it should provide useful defaults in many situations. Some groups may create more specific implementations to suit their region.

I've CC'd N2NOV as he was interested in the initial patch that internationalised band plans.
