[chirp_devel] [PATCH][BTECH][LT-588UV] Add a new model to the BTECH family, fixes #3067

A new model for the btech driver family: the LUITON LT-588UV, it's not a clone it's a variant of the early QYT KT8900.

Also some tidy of the radio variants in the code to group the vendors.
