[chirp_devel] [PATCH 0 of 1] Added support for VFO and other special memories

This (big) patch add support for VFO, Home, PMS, QMB special memories to both 817 and 857. A reorganisation of sources has also been done.

More checking should be done for bands limits, out of bands values give strange results but seems to be mostly safe.
