[chirp_devel] FYI: BTECH Id notebook & offline time here.

Hi to all,

If someone want to follow the btech.py radios/variant support, here is my update id notebook for reference.

I will be offline for a while with the hurricane Matthew passing by Cuba, I'm prepared and will be acting as a volunteer ham operator at a local civil defense center here in Camagüey city, my home town. (it's like a local FEMA county HQ in USA if that exist.)
