
Do you mean when using the File -> Load module... selection from within a publicly released CHIRP-next build (available only after enabling Developer Mode)? This is not a recommended way of loading driver modules so I am pretty sure you will always get this warning when loading that way.
The recommended way is to either load and run any test driver modules using your local CHIRP build system or load the test driver module after uploading it to the corresponding ticket in the CHIRP bug tracking system using the Help -> Load module from issue... selection from within CHIRP-next.
He's referring to the extra warning people get if they try to "load from issue" where the module uploader is not marked as a developer in the ticket system. That's just a warning to prevent some random person from uploading something to an issue in an attempt to convince someone to load/run it on their system as if it was trusted.
