Guys-
Set your local CHIRP language to Portuguese (BR) and restart. You will see the same missing Radio tab issue.
The tab is blank, but still there. There are also a lot of blank pull-downs.
I have never messed with the translation files, but I will poke around a little bit....

Make sure his Windows "user" does not have any special characters
(like an accented "á" or "é"). I don't remember if it causes this
particular issue or not, but I know it causes some unusual issue with
CHIRP.
