[chirp_devel] [PATCH][TK-760G] Improved program mode +UHF mobile models, fixes #2999

Improved procedure to enter in program mode, it will try 10 times before fail, added also a lot of debug info.

Added support for the mobile UHF modes:

TK-860G/862G/868G with many variants.
