Funny - I just wanted to ask the same thing.
Personally I like Eclipse a lot. There are some Python flavored
distributions (Liclipse, for example), and they seem to work
reasonably well. Eclipse has a learning curve, but is very
powerful.
I haven't yet set up a project for Chirp in Liclipse. But when I
do, I'll post a howto (it doesn't seem to be easy).
