[chirp_devel] [KG-UV8E] Fix the missing step declarations, fixes #6785

STEP var was declared but not used, now it's passed via rf.valid_tuning_steps

Sorry for the tidy up on comments, I switched to a new IDE and it's fixing some things like that.
