[chirp_devel] [PATCH 0 of 1] Add county filter to Repeaterbook importer

States are big, so I added a county filter for the Repeaterbook.com importer. I wrote this for personal use, and haven't tested it extensively. Feel free to try it if you want, and email me if you encounter any problems.

This patch only changes the query that's sent to repeaterbook. If you encounter errors during the actual import, that's probably a bug in the repeaterbook output. I've already found a few of those, and had the repeaterbook admin fix them. At this point the repeaterbook data for Colorado is clean, but I can't say any other states are 100% working! If Chirp can't parse one of the lines, it'll ignore it and successfully import all of the other entries.
